Network surveillance system (webcam)

Since the launch of the "Taiwan Through" special project in 2002, the "Webcam" real-time imaging service on the e-Government Portal has been widely popular, with the website consistently ranking first in terms of visit rates among all service sections on the e-Government Portal. This service utilizes webcams installed in various locations to capture real-time images and transmit them online for display on the website. The webpage is supplemented with basic local information and text introductions featuring local features for public browsing, deepening public understanding of Taiwan and promoting the development of local tourism, economy, and cultural industries. Currently, there are 54 scenic spots across Taiwan, distributed across the northern, central, southern, eastern, and outlying islands. These attractions are categorized into cultural heritage, tourism, natural ecology, and urban leisure, showcasing Taiwan's diverse landscape.

Maintaining stable image quality will increase user visitation and engagement on the e-government portal, thereby promoting Taiwan's regional customs and revitalizing local industries.

The overall system architecture mainly includes the photography system, video management system (VMS), video broadcasting system (VBS) and central management server (CMS). The functions of each system are as follows:

(1) Video System: The main function of a web camera is to transmit captured images to the video management system (VMS).

(2) Video Management System (VMS): Receives images from the video system via a digital network (GSN VPN), stores the images in image data files, and provides real-time playback for the Video Broadcasting System (VBS). Currently, the video management server can integrate brands such as ACTI.

(3) Video Broadcasting System (VBS): The Video Broadcasting System (VBS) broadcasts real-time images to the public through a portal web interface.

(4) Central Management Server (CMS): The CMS processes viewing requests from the public and directs them to the Video Broadcasting Server (VBS) for playback.
